Considering the context and the inclusion of Hiker Andy, they're probably referring specifically to the Ferris Wheel date NPCs, not just random Trainers.

The Unova games have a fairground with a Ferris Wheel and seasonal NPCs the player can battle and ride with daily. It's toned down in the translations, but the dialogue for the Ferris Wheel rides can be pretty suggestive.
