For me, it's less that he's the best singer ever omg and more that he sort of defined the role, which is an unfortunate thing overall, kind of like Michael Crawford's Phantom. It's not necessarily that this is the best the song can be, but it's the version that most people know and the version that most people will look at as the standard.

Though it's kind of weird because people don't do that nearly as much with the multitude of Javerts as they do with the multitude of Valjeans.
