Piper, as in Pied Piper, Peter Piper, plumbing, and those things people use to smoke?

Just wondering, why do people use this for girls? What is the appeal?

I associate it more with birds, like a sand piper, or a flutist/piper, as in the instrument. How does one explain the appeal of a name?

Piper was the best one of the sisters on Charmed. Other than that, no idea.
