It's generally the catcher because he's the one that's leading the game, though the pitcher has ultimate veto power. Ideally, the catcher decides the best pitch for the situation and for the pitcher, but the pitcher can say no if he doesn't think the pitch is a good idea. But sometimes it does depend on the pairing! Abe's previous pitcher, for instance, was definitely the Dom in their situation because he was calling the shots (he was also rather abusive in that he refused to listen to Abe and treated him like a tool, even calling him "his wall," rather than a partner and an equal). Mihashi is definitely a sub, though; his entire mentality is one that is eager to please (even if it's sometimes against his own self-interest).
