but Doctor Who definitely treats British culture as the best thing ever

Why shouldn't it? I've seen American shows and movies do the same thing. Writers write what they know, and though I'm not saying they don't embellish a bit (or maybe a lot), it doesn't mean the end product is necessarily bad because of it.

American shows do the same. Japanese shows do the same. Canadian shows do the same (when they're not pretending they're American shows). I'm sure French, Australian, Russian, German, etc shows do too, but US, Canada, UK, and Japan are the vast majority of my pop-cultural consumption, so I can only assume based on the fact that it's a pretty universal human trait to be like that.
