Yeah. For Elrond all chances are "fraught with sorrow" - either Sauron wins, and Aragorn, his brother's last descendant, whom he has raised and loves, dies and all is lost, or Sauron is defeated, Aragorn becomes king (which is something Elrond has worked for for centuries) and marries Arwen. But conversely, with him demanding that Aragorn be king in order to marry Arwen, he's ensuring that at least some good might come of his daughter's death.
