Actually I think it was a law that said she had to get married. He mentions something about if he had it his way, he wouldn't (I think Jasmine mentions something about as Sultan he can change the laws). That is why she would have to marry Jafar is she didn't find a husband (because Jafar was her father's advisor). Then at the end he does change the law so she can marry a not prince.

Shit balls I remember a lot about that movie.

That he can, as sultan, change the law actually doesn't come up until the end. Jasmine insists that the law is wrong, but doesn't explicitly urge him to change it. During their discussion, he admits that trying to find her a husband isn't just a matter of the law, but is more that he's getting on in years and wants to be sure that she has someone to take care of her. He also says later that he couldn't bring himself to choose a husband for her himself because she's hated all her suitor up until then and he doesn't want to force her to marry someone she hates.

Also, Jafar made up the law about the princess marrying the royal adviser if a suitable prince cannot be found, in a bid to become sultan himself.
