Lucina can marry Owain. They're cousins no matter who you hook up with who, since Lucina is Chrom's daughter and Owain is Lissa's son.
Plus in the upcoming DLC, Aversa regards Avatar as her sibling, and she can hook up with male Avatar.
Not actual blood siblings at any point, which is odd for Fire Emblem.
