That may apply to the comic version, but while he's done some really horrible things I don't think the tv version is a sociopath who did the stuff he did "to feed his megalomaniacal power fantasies."
To quote David Morrissey, "He is someone who feels that what he is doing is for the good of his community. I think he can excuse himself dark times and dark actions because his overall objective is to bring security and peace to his group of people in a very, very volatile situation."
