Probably remembering wrong but wasn't Jack, Miranda, Tali and Thane supposed to be available for both genders? I'm definitely sure on Miranda, I even remember managing to dig up some voiced fem!Shep lines regarding the romance. Anyway, as far as I'm concerned, that makes them fair game.

I heard somewhere that they were having trouble writing him falling for manshep with respect to Irikah, and ran out of time to finish before they got the voice actors in, so it didn't get recorded.

From what I've seen:

Thane was originally intended to be a romance option for manshep, but they struggled writing it with respect to Irikah, and it wasn't finished in time for recording, so was cut.

All three ladies have lines recorded for femshep in Lair of the Shadow Broker, when Liara asks about the LI.

I've also heard audio of femshep agreeing to a romance with Tali from the base game. As far as I recall, the dialogue is also the same for both genders until the suit linking conversation, where manshep can hook up with her, but it just sort of cuts off for femshep. Which does imply Tali was a planned bisexual option, but there doesn't seem to be femshep dialogue for the actual romance scene, so maybe it was cut during recording.

Miranda and Jack, I don't know about. That Jack does address the issue with femshep suggests they at least thought about it.

As it is, I'm inclined to believe they planned Tali and Thane to be the bisexual options. LOTSB probably just had Hale and Meer recording the same script (I've not seen anything about manshep and the male romance options yet). Of course, Ashley and Kaiden were orignally bi in the first game. Femshep and manshep have fully recorded lines for both of them, don't know at what point it was cut.

With Miranda, Fem!Shep has voiced lines when reacting to Mordin's comment about sex before the last mission.
