They don't have to sing all the time for it to be a musical. I can name a dozen musicals off the top of my head (from classics like The Sound of Music to more recent ones like Chicago) where not every single word was sung.

Neither of those was written in the operatic style that Les Miz was, though. A lot of the dialogue in the stage versions of those shows were already not-sung.
