Ok, but answer me this: I'm pretty sure that even lobotomized prisoners need a home and a person to take care of them. Families and state homes might fill this role at first but what would happen if no one would want to care for a lobotomized prisoner?

A state home or halfway house, either would be cheaper than prison, but compelling their family to take care would be the preferable choice where ever it is an option.
