You're right, which is one of the other reasons I see the Wizarding World as a dystopia. ...I suppose that might be putting it strongly. But the majority of the people running the school see the Slytherin ideals as un-ideal, and they just... effectively write off a quarter of their students as going to be terrible.

Really, honestly, it's mostly the other kids who see Slytherins as evil little snot-nosed brats, and that's mostly because the Slytherin kids act like evil little snot-nosed brats. I agree with the anon who wrote above that the majority of Wizarding society agrees with the same ideals as Slytherins tend to--just perhaps not to the same, really extreme degree--and that it's the Order and their kids who actually think of Slytherin ideals as evil, with the kids taking it one step further and saying this means Slytherins are evil. And most of these people seem to be Gryffindors (and there's that whole Gryffindor/Slytherin rivalry going on).

But Ravenclaws and Hufflepuffs seem to mostly not like Slytherins because they're jerks, not because they're junior Death Eaters.

To be fair, a lot of our world's schools of management tend to be to turn managers into bullies who will make people serve without rebelling.
So I'm not sure it's that far-fetched?
