Sounds pretty dystopic to me.
..."Who they will ultimately become" doesn't work very well for me, because it's potentially a self-fulfilling prophecy. "We know you will be X, so we will teach you to be X!" Surprise! A lot of them turn out to be X.

It's. Magic. What you think it could "potentially" be doesn't really matter compared to what JKR intended.

The books absolutely do end up implying that all Slytherins are racist, and either outright evil or cowards. It's not what Rowling intended, and she's tried to explain away some of it, but the unfortunate implications do exist by the end of DH.
