That picture doesn't make it easy to see, what with the angle, that fact that yes, Super Saiyan makes them look a lot more alike than usual, and you really can't see anything that truly shows Gohan's proportions, but yes, it's Gohan, and it's from the Cell Saga, when he's only... what, 11 or 12?

One thing I will say about the artist behind DBZ, if it isn't for hair, costume, and other details, the characters look practically identical.
