If I really want to rationalise it and give JKR credit for intentionally making her world have questionable tones, I could definitely see it as some form of subjugation that happened so long ago that it's been normalised by the time Hermione and Dobby even try to go against that.

I suppose there is always the risk of looking too deeply into something, and ending up giving an author too much credit. In universe, this explanation works for me, especially as a lot of things that seem... odd to us Muggles have been normalised in wizarding culture. But I wouldn't insist that this was Rowling's intention, no. :)
