I can only speak for what I saw on there in 2009-10 and tag searching was completely different, but it seemed like it was mostly photographers sharing their work. I stopped using it sometime mid 2010 and when I went back in late 2011, I was pretty shocked by how different it was.

LOL NO.
I was there then and it certainly wasn't photographers sharing their OWN photographs. It was random angsty teens sharing photos they stole off flickr/google images/etc. And lots of annoying photos of food, shoes, and hipster fashion of skinny white girls wearing headdresses, soft light, and skinny white dudes with beards and woolly jumpers. In meadows. in summer. or sometimes a forest... Oh and landscapes. lots of impressive landscape photos that were rarely if ever actually taken by the person posting it and never credited if they were stolen. (now things are just credited to weheartit lol)

then it devolved into pictures of galaxies with helvetica font. teen partying. deep angsty quotes from 'perks' or nietzsche. and insert every other hipster cliché here. couldn't escape that inane bullshit for months.

but that whole time, there were fangirls too.

Tumblr is no different now. It's just had a huge population explosion so it's not as obvious but it's still stuffed up with shitty hipster blogs, fashion blogs, mean girls references, and stunning landscape photos. and porn.

it's about where you are looking.

look hard enough and you can find something just as vapid as fangirls apparently are. they're called hipsters and they're everywhere on tumblr. still.
