The only thing I can really think of doesn't really apply to outside of Japan... Doujinshi and fan magazines tend to have little ficlets in them from time to time, and those are sold without any trouble. You could probably get away with selling it as a fanzine or publication if it was more art than fanfic in the states, but because so many fans publish their fic for free, and you can't judge the quality of a story and grammar at a glance at the cover, no one really wants to pay for fanfiction when there's already tons out there for free.
