I'd say not being able to do something because you're afraid to talk to someone even though there's not much of reason to be afraid of them qualifies as social anxiety. While preferring not to talk to people qualifies as shy/quiet. Not the prefect definition here as there's tons of gray in between, but hopefully it's somewhat helpful to you.
