It is a severity thing, I believe. Of course you will always feel the effect of being shy, but as long as it does not majorly interfere with your life, it falls under just shyness. The moment it starts impeding the extend to which you can live your life, it starts falling on the social anxiety spectrum.

That said, even if you are 'just' shy, there is still stuff you can do about it! You could look and see if there is any organization in your area that offers social skills/mindfullness training. Often the key to beating shyness is realizing the negative thoughts that you have as they occur and learning better skills and tolls for dealing with them.
