I don't know what that's from, but that reminds me of a a line from this really bad movie called 'Haunted Boat' (not to be mistaken with 'Ghost Ship,' which is actually pretty good). There's an obviously dead bird laying on the deck and the idiotic protagonist says, "Aw. What a pretty birdy. Is it sick?" Ugh. That movie... so bad.

It's from Doctor Who, and the person saying it is the titular Doctor, right before he performs some kind of healing kiss on his companion (Rose in the secret above, the one that also has Ozymandias in it).

Ouch. I don't know the media well, but I can tell that's really cheesy.

Doctor Manhattan, not Ozymandias.
