And Hetalia personifications represent the country overall, not just the government.

It's been a long while since I was into Hetalia, but I seem to remember something about how the personifications were of the general populace of the country (however stereotyped), and they answered to their "boss", i.e., the political leader of the country? Is any part of that right?

While the characters do answer to bosses, it's never been made clear how much of the personifications are their populace and how much are their governments, and it seems to vary by character and situation. For example, Russia is seen among a group of workers being screwed over by higher-ups in one strip, and China goes into Hong Kong's room and "censors" his possessions in another.

To be fair, the thing the show is about primarily is stereotypes. The censorship thing is a pretty big global stereotype of China right now, and Hetalia is a gag comic at heart. Gag comics are usually pretty fine with breaking consistency for the sake of a joke.

Yes. In fact, re; Germany, the only reference to Hitler that is made is Germany calling him crazy. (And us seeing the back of his head once).
