Well, obviously Snow doesn't take Gold's threats seriously. Nor does anyone else in town, apparently. "If anything happens to Belle while I'm gone, I'm killing all of you," apparently translates into "lol we'll just leave her alone and lie to her and keep her drugged up in the hospital and maybe we'll have Ruby check in on her like once. Oh and Regina totally has had access to her this whole time because we haven't even thought about Belle~ that's cool though I'm sure Gold won't mind~"

Also, I think it's clear that Gold is the only person capable of truly handling Regina. Better to have him on their side.
