I don't think she ever wrote - I know she tries to rein it in and manage it because, iirc, she had to scrap a book because someone wrote fic too close to her plot and it would have opened her up to a lawsuit. Over her own work.

Another author, though - Lois McMasters Bujold started in fic.

I'm pretty sure the lawsuit thing happened to Marion Zimmer Bradley, and Lackey was just involved because of how closely she was working with MZB at the time.
