The "Wicked Witch" character is the only who really falls head over heels for him but it's less "she wants the dick" and more to do with the fact that he's the first person that was ever kind to her.
Her sister (the other Wicked Witch) just sees him as means to an end and manipulates him into trying to kill Glinda (telling Oz that she is the Wicked Witch).
Glinda sees from the getgo that Oz is basically a fraud and really only falls for him when he betters himself as person.
It's hardly a case of all three witches being part of Oz's harem as some of the more vocal critics who haven't seen the movie have suggested.
