As someone who's modded exchanges and had experience with people flaking and dropping out last minute (and then having to write a last minute pinch as a result), I actually have to disagree with you. Yeah, it sucks a lot when someone signs up for an exchange and then either drops out right at or after the deadline or just vanishes into thin air, but based on the secret, it doesn't sound like OP has done it multiple times. It sounds like they thought the fest looked like a fun idea, then found out they couldn't go through with submitting a fic for posting. It can be frustrating when people drop out, but there are also valid reasons for it, and I think this qualifies. It's not like they signed up and then decided they couldn't be bothered to write their fic because they would rather go on vacation or they just weren't feeling it. As long as I'm reading it right and it's not something they've done multiple times knowing they won't be able to follow through, I really don't think it's fair to say they suck at all.

I also may be parsing language here, but if it's a fest, I'm assuming it was more of a write-something-based-on-this-couple-theme-whatever and not actually writing fic for someone else, as in an exchange. I could be wrong, though.
