People didn't really think she had powers for most of her movie, though. Yeah, yeah, Glinda does the whole "are you a good witch or a bad witch" thing, but Glinda clearly knows what's really going on. The munchkins sang some songs and gave her flowers, but she left them behind pretty quickly. The positive reactions she got from other people on the way (and not from everyone) were usually in response to her compassion and actually, like, doing things to help people and stuff. The awesome thing about Dorothy was that she succeeded when no one expected her to - the wizard obviously sends her after the witch just to get rid of her - by being a kind-hearted, brave, determined person and working with the friends she made on the way.

Contrast this with swooning ~are you the great man who can save us~ and it's a pretty clear difference, regardless of the fact that neither of them uses magic.
