I really liked the Korean movie The Cat. It's available on youtube with full subs. Whether or not you find it scary really depends on the person but I found it very poignant.

My favourite ever scary movie is The Skeleton Key though. Kate Hudson is in it. It takes place in New Orleans and is based around hoodoo magic. I swear I've watched this movie 100 times and it still terrifies me every time, and I'm a huge horror junkie so I don't get scared often.
