Izaya (middle) trolls girls into committing suicide, and takes amusement in it. Alongside doing everything he can to ruin a guys life. Oh and some stuff with gangs and creating citywide disorder I guess.

Makishima (right) supports serial killers, and ferments city wide riots in an attempt to destroy the dystopian system. I can actually see the defense of him, but the problem is that fundamentally he isn't interest in any kind of utilitarian goal, rather very specific and much harder to defend ones.
