As someone who's played the series like.... three times, the Citadel part drags the most. After you leave and do actual missions (there's the main ones of course, but I like a lot of side missions too), it gets better. The characters will get more interesting too, it's not like your squadmates say or do very much while you wander the Citadel. I'd say do a few missions after that before giving up.

For the rest of the series, ME2 and 3 play better. 1 is the best RPG once you get used to the tediousness of the menus, lol. But 2 is more character-driven and 3 has the best combat by far.
