If I may make a suggestion, since it sounds like you really care about your friend... if you can make your compliments as specific as possible, it'll be harder for her to write them off as "friend bias". For example, if you point out those elements of plot, description or characterization that you thought were especially skilful, and describe how they impressed you, moved you to tears, left you smiling at the end - well, that's the kind of feedback that says her writing really is memorable.
Non-specific compliments that don't really say anything ("I love your fics, they give me all the feelings!") may be just as sincere, but they're easy to dismiss, unfortunately.
