The Cosette/Marius plot has a function in that it links Valjean to the revolution, and gives him a reason to be anywhere remotely near that damned barricade. Since the story follows Valjean, if he didn't have a reason to be there, we wouldn't have gotten to see it.

That doesn't mean it's well done, mind. Cosette is more a plot device than a person, which is sad. But there's at least a narrative reason, rather than just a random romance. It's more about the way the entire story goes out of its way to put Valjean (and Javert) in the right places at the right times, rather than any particular desire to see a romance happen.

In terms of random romances, Eponine's is actually a little more contrived, in the sense of 'romance for romance's sake'. However, arguably that also makes it more organic, rather than the whole 'destiny says so' thing that Marius and Cosette had going on.
