I love Cersei. All the bad shit she did? Yeah, it's still awful.
But almost everyone in this series is doing awful shit, with the exception being a few of the kids.

the good people in the show are marked mostly by the fact that they sometimes feel bad about doing awful shit, are driven to do awful shit by circumstances, and/or by the fact that they have some degree of empathy for others who are in positions of pain

I'm not disagreeing with you, but I prefer someone like Cersei. "feeling bad about it" isn't making anyone less dead, less orphaned/widowed, less maimed, less homeless...

In that way, I find Cersei more blameless. She doesn't have a consience screaming at her "STOP DOING THIS. THIS IS FUCKING TERRIBLE AND DESTROYING LIVES!" whereas the good people have that voice and are just actively ignoring it...

They have a moral compass they should be listening to and she doesn't.

By that logic would someone like Ramsay Bolton be less blameless than Cersei since he has no moral compass whatsoever?

Possibly? I mean, if someone has literally never felt guilt before, never felt empathy, or remorse, how can we expect them to behave in a way we consider decent?

What factors do they have to prevent them from doing evil acts? The emotions that keep us in check don't exist for them at all. That leaves only the punishment the commmunity/law can enact on them.

I really do wonder about this a lot. To what degree can we expect people who don't feel guilt/empathy/remorse to behave as if they did?

I can appreciate that logic, but being more blameless or lacking responsibility doesn't necessarily make her a better person, I would say.

Exactly.

Cersei's POV shows she's not at all conflicted about the horrible shit she does. Whereas you look at Theon and you can tell there's a lot more internal conflict with him.
