No, the Daleks were people, albeit a long time ago. Alien people. The ones in existence (that we know of, more may pop up at any time, this are Daleks we're talking about, after all) are from the egg in "The Victory of the Daleks". That is, descended from the early "pure" Daleks.

As for Skaro existing, they must have just met there before its destruction, just like in the 8th Doctor film. Or the planet the Doctor destroyed wasn't Skaro after all (though that's only in a spinoff).

The thing is, I think Doctor Who at its core is a very uncertain canon prone to change at any time. A very few things stay happened (and even they can sometimes change in some ways!), but most do not. It's something one can like or dislike, but it's a one of the major premises of the show.

I think Skaro was locked all along its timeline in the Time War along with all the Time Lords and Daleks who didn't find a loophole out, otherwise there would have still been pre-war!Daleks living there still killing people in the accessible past, so it's not really just a matter of traveling back in time to "before" it's destruction, because its entire timeline was destroyed in the war from even before Seven blew it up.

And....er, no? It's not a major premise? It's a major feature, through a culmination of writing decisions and errors, but not a major premise, and especially not in the new series, where story continuity is a much bigger consideration. The problem isn't that Doctor Who has subject-to-change canon, it's more that being subject to change without any explanation or acknowledgement doesn't fly regardless of the reasons. Like, there has to be a reason why the Doctor is suddenly interacting with loads of Daleks living on Skaro when the planet only exists in a past timeline that is supposed to have been frozen out of time-travel-accessible reality.

Now, mind you, a sudden bullshit asspull retcon would be perfectly acceptable as that reason, but there has to be some reason, not just "here it is." Or at least a "bwuh???? how????" reaction from the Doctor acknowledging that he shouldn't be able to access Skaro. I mean, that's like Gallifrey suddenly always-existing-without-destruction with loads of Time Lords on it.
