Yes, he turned/bit Lupin. Lupin says that for years, he had no idea who bitten him, so he assumed it was some tortured guy who had no control over what he was doing. But it turns out Greyback positions himself close to his prey before the full moon and the transforms and bites them.

he said something like "You know how I like children, Dumbledore."

Of all the lines in HP, that is one of the few that has stayed with me. It's just so damn creepy.
