Yes, that's a fair summary. But you still have to know who the hell the historical people she's referring to are for the jokes to be as funny. They're usually still funny, because, say, holding a baby upside down (in a silly comic) is funny, but the full impact of the joke doesn't really work without the knowledge of who what and why.

SatW is kind of the same (not in quality, HaV is LEAGUES ahead)--it's still wacky reading, but background knowledge gives the joke its kick.
