It's for notifying people who subscribe to F!S that the new post is up.

Long answer:

IIRC the entry containing secrets are always set to private first because case has to code the secrets and make the discussion threads. By setting the entry private, no notifications are sent out. That's why case has to make a public entry that says the new entry is up so people who subscribe to F!S will receive notification of the new entry when the post with secrets is ready. The notification entry is deleted immediately after AFAIK, so I think it's unusual to see it.
