First all all, English isn't computer programming. The usage of punctuation is slightly different.
Second, the exclamation point is a grammatically correct way to emphasize a statement. I have no idea why you've come to the conclusion that it can only be used to express surprise or outrage. In the case of, for example, Slytherin!Harry, it places emphasis on the fact that Harry is now a Slytherin.
