I've tried air fresheners and Febreze. I guess I'll try the rest.

I bought it brand-new, although not from Target. What I can't get over is that I bought two of them at the time and the other one is fine.

Get rid of it and buy a metal can. If you really want plastic, buy a different brand. Sterilite uses something in their plastics that sometimes breaks down and makes that smell. It happened to half the cans in our house, so we replaced them. Then it happened to another one and we finally just replaced them all with metal cans and we haven't had any problems since.

Interesting. I never heard of that about Sterlite before.
