I'm trying to think of actually older women in his canon, aside from the TARDIS. I'm not coming up with much? The Rani was contemporary with him, and Romana was slightly younger. There were a couple of female Councillors, but we didn't really see all that many female Time Lords. And there were a few older forces around, or people who were older by virtue of going through Time the long way, but most of the ones I can think of were male. The Queen of the Racnoss is the only female I can think of off the top of my head, and that would be ... complicated.

Outside his canon, there are a few. Cassandra or Rebecca from Highlander (Amanda at 1200 is arguable depending on which count of the Doctor's age we're taking today). Then you've got your fae, your ancient vampire queens, your goddesses, your anthropomorphic personifications, your elves (depending on canon), a few aliens from beyond various voids, a few more female living ships and stranger entities, a couple of ascended beings, demon god kings, etc. Some of them wouldn't be bad options, actually.
