I may be naïve, but Madoka never felt fanservicey to me (apart from opening sequence weirdness, that is). I mean, there were legs, and costumes showing quite a bit of skin, but they were just ... legs, the bits of you that you walk with, and there are hints that the costumes reflect what the girls themselves would have wanted to wear, cape for Sayaka and all (although Homura's high heels are a definite WTF).
