I use a Divacup now, but ^^^this is what I did before. Neither one really cut it on its own, but together, they formed an unstoppable menstrual blockade.

Flow is way too heavy to use just pads or tampons. Although even with both, they often weren't unstoppable, especially overnight. (I'd throw in a super plus tampon and an overnight extra long pad, and nope, still wouldn't cut it.) So I used to double up and try to change frequently so I'd notice as soon as the tampon was fully saturated.

Now I use a Divacup with reusable cloth pads. Same kind of deal; when it starts showing up on the cloth pad, I know it's time to change the Divacup. The Divacup has a much greater volume capacity than even the largest tampons, though. Plus it's more comfortable and doesn't hurt to remove like half-dry tampons. And I find the cloth pads more comfortable and they don't start falling apart when moist.
