The main issue with that theory is that it's almost impossible to escape from a district and make it all the way to the Capitol, and then find somewhere to live, all without pinging the government's radar. But if he managed that, sure, he probably could have managed all that other stuff.

Yeah, I think if there were any way to really escape, more people would. There isn't even much legal interaction between districts - I think the books imply that it isn't totally unheard of, but it's pretty rare for someone from Distrct 12 to end up in District 11, for instance.

I do wish we had more on that, though. I would love to know for sure.

...am I wrong for shipping Crane/Katniss? I also ship Crane/Glimmer, Glimmer/Gloss, Haymitch/Katniss and Glimmer/Clove.

I like this theory! The only thing I could think of to contradict it is that it wasn't his first year as game maker, so why didn't he favor district 12 in the past (since haymitch was the mentor for many years)?

I've seen a fanfic in which a small plot point is that after Crane became Head Gamemaker every Games from the 70th onward involved a non-Career district - that Crane was purposely slanting the Games to try and better the odds for the poorer Districts as his act of rebellion.

Yeah, it's an interesting theory but I can't quite get behind that. I don't think someone from the districts could have risen to such a position. Plus, the two victors thing seems so attached to the star-crossed lovers narrative that Peeta began in his interview so I never got the impression that it had anything to do with them being from a specific district.

Something like this is my headcanon for Plutarch, as well. That he grew up a capitol citizen and then something made him decide he had to become a double agent.

I could buy that he's mother or father was from District 12 (or some poorer district). Like, his mom falls in love with a native and brings forth his child but claims another peace keeper is the dad and raises her son on her own with a deep love of his (possibly secret even to him) father's district.

Or that he was the kid of a peace keeper who was brought along on deployment (or born on assignment) and really loved his first home. Sure none of the PK we see in the books have kids, but they might of 30+ years ago or in another district. Or both.

I can't believe the government would let an actual escapee rise through the ranks, but I could believe the above.
