Only since a certain internet reviewer mentioned it, since then it has been bandwagon leapt on by anime bashers to bash anime. Male nipples aren't drawn due to their relative small size not being noticeable on most screens (although that may be changing with HD becoming more widespread and CRTs having fallen to oblivion) so on oldschool series it wasn't worth drawing them, and that is all.

It's also worth noting that there's not really much reason to draw nipples on dudes all the time, much like there isn't a reason to draw wrinkles or general body hair or fingernails or freckles unless these are distinctive/defining features. Animation costs money, and they're going to cut corners where they can.

Personally, I don't mind, but I watch a lot of anime, so I'm used to it. Dude nipples look sorta funny anyway, and I think they'd just look even sillier drawn on. (And while the only female nipples I've seen in anime has been in hentai, the random, physics-defying shit they make those nipples do makes me somewhat glad that dudes generally don't have their nipples drawn.)
