But what is the benefit to American audiences of having a single character with a really bad accent?

Most American's won't realize it's a bad accent, and it's an easy way for the audience to recognize "Hey, this character is from X Country!"

That kind of makes sense when you have the one character in the ensemble who is French, so we want to point this out. But when you're in a setting where, theoretically, everyone is speaking French, why should anyone have any accent at all, much less one person be different from everyone else?

(And yet I prefer British accents in my Lord of the Rings, even though they're all speaking Westron, so why should that make a difference... I don't know.)

In something like Beauty and the Beast where a great deal of the middle is set indoors with a fixed set of characters, it makes perfect sense so the audience remembers where they are when the story moves back outside.
