Real or fictional, I love hearing people proclaim that some people must secretly be Time Lords. I don't know why exactly, but it's hella fun. :D Share your headcanons?

I'll start:
-Mary Poppins. That purse is a dead giveaway. I bet she's got a swimming pool in there.
-Miss Frizzle! The magic school bus is obviously a TARDIS with a functioning chameleon circuit--and speaking of chameleons, Liz is probably an alien Companion.
-Flavor Flav. The clocks, man, THE CLOCKS.

I love the fuck out of the theory that Ms Frizzle is a regeneration of Iris Wildthyme. She managed to fix the bus. YOU KNOW IT MAKES SENSE.

Mary Poppins is so obvious! And Bert is her old companion, of course.

That guy who Stan Lee plays in all the Marvel movies. They're actually all the same person, and he's hanging around to take notes on the Avengers ;)

I wonder if Willy Wonka doesn't have a fobwatch on him somewhere...it would explain some things.

This isn't a specific secret Time Lord, but I'm pretty sure Doc Brown stole Time Lord tech from someone to make the DeLorean.
