Why the heck is it that I can bike for an entire hour at a pretty decent speed and be less out of breath than running up and down four flights of stairs?

Stairclimbing is higher impact exercise than biking.

imo when I was working cardio, cycling was the easiest especially when you did it flat or a constant resistance than just running on a treadmill and step climbing.
You're using more muscles to step climbing, not to mention gravity affecting you every step of the way and the varying motions.

Little known fact, but stairs are actually energy sucking parasites that feed on human energy. So even if you are in decent-shape, you will experience shortness of breath and whatnot in the proximity of stairs. Be careful!

Because cycling requires way way waaaaay less effort/intensity.

And yeah, different muscle groups. I suppose you might get the same effect if you were riding up slopes since terrain makes a difference too.
