That's not what I mean when I say the situations are different.

Ros and Theon were treated differently as characters.

Theon has been given plenty of development and he's actually one of my favorite characters in ASOIAF. Even in the torture scene he's been getting development.

Ros was just... there. She was used as an object for male characters to talk at in order to develop their characters more or to serve as naked background decoration. She finally started to get some development of her own at the end of season 2/beginning of season 3 only to in the end be murdered and displayed in a sexual manner all to develop male characters more.

Plus, what happened to Ros is very unlikely to happen to men. However, it feeds into broader trends in media and parallels some very troubling things that happen in real life. It also probably didn't help that the brief flicker of her scene was a lot more intimate, and not the in-your-face shock that Theon's has been.
