No, it was a memorable scene in its own right. Especially for Brits, who are more likely to know who the Doctor is even if they don't watch Doctor Who. It's kind of comparable (in meaning) to that "I didn't say Superman exists and he's American, I said God exists and he's American" line from Watchmen.

Except all kinds of people watched Torchwood before COE and also watch Doctor Who but this scene doesn't stick out for a lot of us, which is why people are asking what it is. Great that it was memorable for you, but that doesn't mean it was for everyone.
