Who is the white Will Smith? I have never seen him before.

He is a British actor; the picture is from the political comedy "The Thick of It" where he plays a character called Phil who's kind of a loser. It's a very funny show: http://www.youtube.com/watch?v=fJMNHu9YM-4

A british writer, actor, and comedian. (Googling for Will Smith was obviously a failed attempt, so thank you to the OP for using a screencap that included the DOSAC sign, so I could google on that.)

Some of his comedy, referencing the same-nameness.
